The requirement to control external entities is interesting in that the guideline stipulates mandatory environmental audits by independent entities every 2 years, aimed at assessing management and environmental control systems (art. 9).
Establishes the minimum requirements and term of reference to conduct environmental audits, in order to assess management and environmental control systems in the organized ports and port facilities, platforms and their support facilities and refineries, aimed at compliance with environmental licensing.
The environmental audit report and the action plan must be provided to the competent environmental authority every two years, in order to incorporate the environmental licensing process of the audited facility.
